Sanja Terlević

I’m an independent policy analyst, advisor, and writer working at the intersection of policy, strategy, and societal impact.

I help public institutions, research and innovation actors, development organisations, and impact-driven companies navigate complex systems, anticipate structural change, and strengthen their strategic positioning within evolving policy and governance environments.

My work combines institutional analysis, systems thinking, and strategic foresight. I write, advise, and provide expert analysis on how systems function in practice: how governance structures, incentives, funding frameworks, and political dynamics shape what kinds of initiatives and forms of impact become viable and scalable. This includes analytical writing, expert interpretation of EU policy developments, and strategic commentary on emerging governance and policy trends.

I contribute across multiple formats, ranging from policy briefs and public-facing analysis to strategy sessions, workshops, foresight engagements, and impact-oriented frameworks and resources. I regularly provide analysis and commentary on EU policy, governance, and institutional change for public and specialist audiences.

At the policy level, my background in European political economy and institutional analysis informs work on EU governance, budgetary frameworks, public investment, and territorial development dynamics.

At the impact and innovation level, I work with researchers, innovators, development actors, and mission-driven organisations to help translate ideas, knowledge, and social challenges into clearer pathways for societal impact.
