Sanja Terlević

I'm an independent policy analyst and strategic advisor working on institutional design, EU governance, and long-term development strategy. I help public institutions and impact-driven organisations anticipate structural change and strengthen their strategic positioning within evolving policy and fiscal frameworks.

I write and advise on how systems function in practice: why well-meant initiatives fail to scale, why misaligned incentives undermine impact, and how institutional choices shape what becomes possible. This work ranges from analytical writing and policy briefs to strategic advising and capacity-building initiatives.

My work focuses on a recurring problem: capable, committed people struggle to create durable impact because the systems they operate in were not designed to support it. Good intentions collide with governance structures, funding logics, political constraints, and misaligned incentives.

At the system level, that means analysing policy and regulatory environments as living systems that actively shape what kinds of impact are viable, legitimate, and scalable. My background in European political economy and institutional analysis informs this work. This includes analysing how EU budgetary frameworks, conditionality mechanisms, and centre–territory dynamics shape the room for manoeuvre available to national and regional actors.

Across all of this, my underlying focus is impact capacity: the ability to understand complex systems, make informed strategic choices, and act with durability over time.
